Formation of new blood vessels, which is controlled by chemical signals in the body, such as VASCULAR ENDOTHELIAL GROWTH FACTOR (VEGF). This process involves the migration, growth, and differentiation of ENDOTHELIAL CELLS, which line the inside wall of blood vessels.
